Mr. José García Sainz is a Nuclear Security Information Officer working in the Incident and Trafficking Database (ITDB) programme at the Division of Nuclear Security, Department of Nuclear Safety and Security of the IAEA. His background includes over 25 years of experience in the law enforcement domain with specialization in counterterrorism, CBRN threats, criminal intelligence analysis and open source intelligence.
His present responsibilities include the management of the ITDB programme including its international points of contact network, data processing and analysis, outreach and training activities, the development of related guidance documents and database enhancements.
Before joining the IAEA, he served for 11 years at the European Union Law Enforcement Agency (EUROPOL) where he was responsible for CBRN threats within Europol’s Counterterrorism Unit. Prior to that, he worked at the Spanish Guardia Civil for over 17 years, where he specialized in domestic and international terrorism. His international experience includes also his participation in the Civilian Police Contingent of the UN Transitional Administration of East Timor in 2000-2001. He holds a diploma in Criminology by the University of Salamanca, Spain.
